A native of South Carolina, Mr. Kulp received his JD from the University of South Carolina in 1978.
After graduating from law school he accepted a commission as a Special Agent with the Federal Bureau of Investigation and served in the Miami, Florida division until 1980, when he moved to Charleston and accepted a position as an Assistant Solicitor with the Ninth Judicial Circuit Solicitor’s Office and thereafter with the City of Charleston as the City Prosecutor. Armed with his experiences in law enforcement, trial and courtroom work, Mr. Kulp turned his skills to private practice, opening his law office in 1986. He has been zealously defending the rights of people accused of crimes ever since.
His long and successful career has taken him to Courts throughout South Carolina, as well as Federal Courts in Atlanta and West Virginia. He has argued appellant cases before the United States Fourth Circuit Court of Appeals and the South Carolina Court of Appeals. While in private practice, he has been active in the formation of the South Carolina Association of Criminal Defense Lawyers and National College of DUI Defense.
Mr. Kulp has represented clients in five death penalty cases in which he has appointed by General Sessions Court Judges in Dorchester, Calhoun and Beaufort Counties.
Mr. Kulp’s extensive experience in all aspects of criminal law qualified him to request certification as a specialist in criminal law. The application for this specialization is very involved and includes documentation of trial work in 40 major cases and 20 minor cases tried to verdict, recommendations from peers and opposing counsel and a day long examination in ethics, criminal law and evidence. Mr. Kulp achieved that certification in 1999. There are only seven other such attorneys in the State of South Carolina who are certified by the National Board of Legal Specialty Certification in Criminal Trial Advocacy.
Mr. Kulp regularly lectures other lawyers at Continuing Legal Education Seminars throughout the State of South Carolina. The topics he most enjoys speaking on include the BAC Datamaster and Privacy Issues in the Technical Age.
When not advocating on behalf of others, Mr. Kulp enjoys spending time outdoors on Johns Island with his wife, Katie and their two sons, William and Jack.
